On the margins of the G7 Leaders’ Summit in Calgary, a Memorandum of Understanding was signed between the Kherson Regional Military (State) Administration (Ukraine) and the Government of the Province of Manitoba (Canada), laying the foundation for bilateral cooperation between the two regions.

The document reflects the historical ties between Ukraine and Canada, the active role of the Ukrainian diaspora in Manitoba, and Canada’s steadfast support for Ukraine amid Russia’s full-scale invasion.

The Memorandum aims to facilitate the recovery and development of the Kherson region in line with the President of Ukraine’s strategy to strengthen direct partnerships between Ukrainian regions and their international counterparts.

Priority areas of cooperation include:
Agriculture – exchange of knowledge and experience; building connections between farming communities.
Economic growth – support for small and medium-sized enterprises, job creation, and business-to-business engagement.
Education – exchange of information, research, and best practices; fostering partnerships between educational institutions.
Healthcare – sharing expertise in diagnostics, treatment, rehabilitation, and facilitating professional exchanges.
Culture and sports – promoting interregional ties through cultural and sports initiatives, including hockey.
Environment – joint efforts to implement eco-technologies and exchange environmental practices.

The Memorandum also provides for the establishment of a Joint Working Group to develop collaborative projects and ensure continuous communication between the parties.
