The Chairman of the Verkhovna Rada of Ukraine, Ruslan Stefanchuk, participated in the 70th Annual Session of the NATO Parliamentary Assembly held in Montreal.
During the panel discussion titled “Helping Ukraine Win: Russia’s War and the Future of Euro-Atlantic Security”, the Speaker of the Verkhovna Rada emphasized the need for enhanced and timely support for Ukraine, stressing that the unity of partners and allies is the main force to counter Russian aggression. He also called for decisive action in response to the new architecture of war demonstrated by Russia and urged support for Ukraine’s Peace Formula.
Ruslan Stefanchuk highlighted the crucial importance of bipartisan support for Ukraine in all countries. He noted Ukraine’s role as a unifying factor for various political forces, stressing the need to find a universal path to end the war on Ukraine's terms.
"Close the skies over Ukraine, provide us with more weapons, and allow us to use them fully. Overcome fears and help Ukraine achieve victory together with you. We are fighting for democracy not only for ourselves but for the entire world," said Ruslan Stefanchuk.
On the sidelines of the NATO PA session, Ruslan Stefanchuk held a meeting with Canadian Prime Minister Justin Trudeau.
First and foremost, the Speaker of the Ukrainian Parliament expressed deep gratitude to Justin Trudeau for Canada’s leadership on many issues in supporting Ukraine.
He specifically thanked Canada for the decision to provide Ukraine with NASAMS air defense systems, which will significantly strengthen the country’s defense capabilities.
One of the key topics discussed was Ukraine’s integration into NATO. Ruslan Stefanchuk expressed confidence that inviting Ukraine to the Alliance would be a powerful geopolitical response to Russian aggression.
At the conclusion of the meeting, the parties discussed Canada’s upcoming G7 presidency in 2025. Ruslan Stefanchuk expressed confidence that Canada would continue to demonstrate leadership in supporting Ukraine.
As part of the work of the 70th NATO PA session, the Chairman of the Verkhovna Rada also met with the Speaker of the Senate of Canada, Raymonde Gagné.
Ruslan Stefanchuk thanked Canada for its substantial political, financial, humanitarian, and military assistance.
The issue of using frozen Russian assets was also discussed.
"We greatly appreciate Canada’s determination to become the first country to transfer these assets to Ukraine. This is an important step in ensuring justice and supporting our fight."
On the sidelines of the NATO PA, Ruslan Stefanchuk held a meeting with NATO Deputy Secretary General Boris Ruge.
The parties discussed the idea of creating a "humanitarian shield" along Ukraine’s western border, which would allow allies to intercept Russian missiles and drones. Such a decision would serve as a strong signal of support for Ukraine.
Special attention was given to the situation on the front lines, Ukraine’s defense needs, and challenges posed by recent Russian attacks, including the use of new ballistic missiles.
Ruslan Stefanchuk emphasized the importance of inviting Ukraine to NATO, stating that it would be a historic and geopolitically significant decision. Membership in the Alliance remains Ukraine’s key objective.
