On the Eve of the London Conference on the Reconstruction of Ukraine, the Embassy of Ukraine in Canada in partnership with the World Refugee and Migration Council and Parliamentary Center ParlDiplo hosted a high-level conference in Ottawa on the world leading Canada`s legislation and process on seizure and forfeiture of the russian assets to rebuild Ukraine.

Michael Chong, Ryan Turnbull, Senator Ratna Omidvar, UCC Alexandra Chyzij, diplomatic corps of Ottawa.
Ms Maria Mezentseva, Chair of the Ukrainian Delegation to the PACE (on-line from Strasburg) emphasized the importance of transferring confiscating russian assets to Ukraine through the international mechanism for reparation for damage, loss or injury adopted by the UN General Assembly resolution A/RES/ES-11/5 on the 14 November 2022, which consists of the register of damage-international claim commission- international compensation fund.
The presentation of the research concept took place from the prominent Canadian lawyers Hon. Lloyd Axworthy, Hon. Allan Rock, Prof. Robert J.Currie, Prof. Fen Hampson, Prof. Philip Zelikov (on-line from London) on the lawful international law principle of countermeasures as a proportional response to russia`s breach of the fundamental erga omnes peremptory norm forbidding an armed attack on sovereign state, amending the Sovereign Immunity Act of Canada in order to suspend the sovereign immunity obligations and transfer the sovereign russian assets to Ukraine for rebuilding through the UN GA International Compensation Mechanism.
