G7 Energy and Environment Ministers’ Meeting Concluded in Canada

On October 30–31, 2025, a two-day meeting of the Energy and Environment Ministers of the Group of Seven (G7) countries took place in Toronto, where Ukraine was represented by Minister of Energy Svitlana Grynchuk.

During her visit, Minister Grynchuk held a series of bilateral meetings with international partners, including IAEA Director General Rafael Grossi, IEA Executive Director Fatih Birol, France’s Minister of Economy, Finance, Industrial, Energy and Digital Sovereignty Roland Lescure, EU Commissioner for Energy and Housing Policy Dan Jørgensen, Italy’s Minister of Environment and Energy Security Gilberto Pichetto Fratin, Canada’s Special Representative for the Reconstruction of Ukraine Chrystia Freeland, Japan’s Minister of Economy, Trade and Industry Ken Saito, and Ontario’s Minister of Energy Stephen Lecce.

The key focus of Minister Grynchuk’s meetings was the urgent need for additional equipment to restore Ukraine’s energy sector after Russian attacks and securing financing for natural gas imports.

The Minister also took part in all thematic sessions of the G7 meeting, which addressed the development of nuclear energy, diversification of critical mineral supply chains, and the digitalization of energy processes. She also participated in a roundtable discussion with Canadian energy companies at the Export Development Canada (EDC) office and gave interviews to Canadian media.

Of particular note was Minister Hrynchuk’s meeting with Canada’s Minister of Energy and Natural Resources Tim Hodgson, which was also attended by Canada’s Special Representative for the Reconstruction of Ukraine, Chrystia Freeland.

The discussion focused on the restoration of Ukraine’s energy infrastructure, the launch of new joint initiatives, the attraction of Canadian private investments into Ukraine’s energy sector, and the exchange of experience and innovations. The Canadian side reaffirmed its readiness to continue supporting Ukraine and to promptly respond to Ukraine’s needs amid Russia’s ongoing aggression.

As a result of the talks with Canadian partners, a Joint Declaration of Intent was signed between Ukraine’s Ministry of Energy and Canada’s Department of Natural Resources on strategic cooperation in the energy sector.

Additionally, during a joint briefing on the sidelines of the G7 Energy Ministers’ Meeting, Canada’s Minister of Foreign Affairs Anita Anand and Minister of Energy and Natural Resources Tim Hodgson announced Canada’s allocation of CAD 10 million (the final portion of Canada’s previously pledged CAD 70 million contribution) to the Ukraine Energy Support Fund to help restore critical energy infrastructure damaged by Russian attacks. Minister Anand noted that approximately CAD 50 million of this contribution has already been directed by the Energy Community Secretariat for the purchase and delivery of gas compressors for Ukraine’s Kharkiv region — essential to restore energy supply and stabilize the system ahead of winter.

A major outcome for Ukraine was the adoption of the G7 Joint Statement on Ukraine’s Energy Security.

The statement condemns Russia’s war against Ukraine and its devastating impact on energy security, reaffirms unwavering support for Ukraine’s territorial integrity, sovereignty, and independence, and expresses support for Ukraine’s path toward further European integration. The G7 countries condemn Russia’s direct attacks on Ukraine’s energy system, which have caused severe social, environmental, and economic damage, particularly affecting the most vulnerable populations. The statement highlights that recent Russian strikes on Ukraine’s gas infrastructure have endangered communities and lives while undermining Ukraine’s civil and energy resilience.

The G7 statement also commends the courage and resilience of Ukrainian energy workers on the front lines and condemns attacks that have led to significant casualties among them. The document underlines that the G7 will continue to help meet Ukraine’s energy needs by supporting efforts to repair and restore critical energy infrastructure through:

  • joint coordination via the G7+ Energy Coordination Group and the Ukraine Energy Support Fund;

  • continued protection of Ukraine’s energy infrastructure;

  • further support to the IAEA in promoting nuclear safety and security in Ukraine and implementing its technical assistance programs;

  • commitment to securing and diversifying interconnected energy supply chains;

  • commitment to strengthening Ukraine’s energy security by enhancing regional interconnections and rebuilding a reliable, resilient, efficient, affordable, and more decentralized energy system.

The statement also stresses that Ukraine’s recovery is a critical global task requiring both public and private sector engagement and investment, noting that Ukraine can become a model of energy resilience and innovation by building a modern and sustainable energy system.

The G7 countries reaffirmed their ongoing support for Ukraine’s energy sector recovery through direct financial assistance, credit lines, risk insurance, policy coordination, and enabling long-term private sector investments.

The document also confirms that the G7 will continue enforcing sanctions against Russia’s energy sector and take further steps to tighten restrictions on its shadow tanker fleet.


Additionally, at the organizers’ invitation, Ukraine joined four adopted G7 documents:

  • the Joint Statement on Ukraine’s Energy Security;

  • the G7 Work Plan on Energy and Artificial Intelligence;

  • the Joint Statement on Nuclear and Fusion Energy; and

  • the Roadmap for Developing Standards-Based Critical Minerals Markets.
