According to the results of the V World Forum of Ukrainians in August 2011 the President of Ukraine Viktor Yanukovych instructed the central authorities to implement a number of measures to further enhance cooperation with Ukrainians abroad.

In pursuance of the instructions of the President of Ukraine dated on 07.12.2011, and the Prime Minister of Ukraine dated on 14.12.2011, the Ministry of Foreign Affairs developed, agreed with the relevant ministries and departments and submitted to the Government draft of the resolution.
